Some rather exciting chaps over on mocha-sport are debating wether it's legal/illegal to have a decaf in a car. Surely if the cup-holders are working, it's perfectly legal?

i wouldnt even bother putting that much thought into a decat the gains will be on par with a "performance" air filter, ie **ck-all

Can't you fully balance it, using sugar?
Or because it's a decaf and not a proper coffee, are you not allowed to use sugar? In which case a decaf wouldn't be worth the effort IMHO - no performance gains.
